"At the flagship campus of the University of Maine, the number of entering in-state students was down 11 percent this fall. The state was already behind its goal of getting 66 percent of high school graduates to go to college; the number is stuck at 61 percent, lower than it was in 2013. Maine is the nation’s most rural state, with more than 60 percent of its population considered rural."
